My name is Jessica Silva, MBA, and I am the founder of JS Consulting LLC. I established this company to provide professional code compliance and asbestos consulting services grounded in real-world municipal experience and a commitment to regulatory excellence.

I began my career in code compliance in 2013 and have since gained extensive experience working with municipal regulations, inspections, enforcement actions, and condemnation proceedings. In my role with the City of Hobbs, I am directly involved in condemnation cases, working through the legal and regulatory process to help ensure properties meet safety standards and comply with city ordinances. This experience has provided me with a strong understanding of enforcement procedures, regulatory interpretation, and the importance of applying code requirements with professionalism, consistency, and fairness.

I earned my Master of Business Administration (MBA), which strengthened my ability to provide structured, professional consulting services and support clients with both compliance and strategic project guidance.

Professional Leadership and Accreditation

One of the most significant achievements in my career was leading the City of Hobbs through the accreditation process with the American Association of Code Enforcement (AACE). Through this work, the City of Hobbs became the first accredited code enforcement program in New Mexico and only the third accredited program in the nation.

I currently serve on the American Association of Code Enforcement (AACE) Board, where I hold the position of Secretary. In this role, I contribute to advancing professional standards and supporting the continued development of code enforcement practices nationwide.
